Why telescopes and human vision is impossible if the light did not stop when traveling through glass or liquid?

I saw this episode of "Universe: Speed of Light "on TV, but did not explain why this is so ... Thanks!

A lens varies in thickness from edge to center. The changing speed of light as it passes through different thicknesses of the lens allows the light to be focused and directed in the right direction.
